The fragment is absolutely truthful. But after reading it, most people will have a false impression about "Russians not honoring their word". One have to stop for a few seconds and think unbiased to realize that in fact this means: "Rice tells lies and slanders Russia, which holds its word of peace." But very few people will do that; over 90% will just have the first sentence burnt in their minds and the second sentence will be soon forgotten. That's an example of NLP.
